  • Responsible for building scalable people processes, policies and HR operations within a fast-growing international scale-up.

  • Operational and strategic partner to the People & Culture Manager.

What are you going to do?

As a Senior HR People Operation Specialist, you ensure that the People & Culture foundation of Connex remains strong, scalable, and compliant as the company continues to grow internationally.

Our organisation is expanding rapidly, moving from 50 to 70 colleagues and preparing for further international growth. This growth requires clear structures, well-organised people processes, and strong HR governance. You play a key role in making that happen.

You are the operational backbone of People & Culture. You design and optimise HR processes, develop policies and ensure that people operations run smoothly and professionally across the organisation.

You work closely with the People & Culture Manager, acting as a trusted partner on operational, legal and organisational matters. At the same time, you collaborate with the wider PCO team to ensure people processes are clear, consistent and future proof.

In short, you build the operational HR framework that allows Connex to scale responsibly and successfully.

Your responsibilities:

People Operations, Processes & Policies

  • Design, implement, and continuously improve end-to-end HR processes across the organisation.

  • Develop, maintain and roll out HR policies that support both national and international operations.

  • Identify inefficiencies or risks in existing people processes and propose improvements.

  • Manage policy exceptions and ensure clear governance across HR operations.

Employment Law & Complex HR Cases

  • Handle complex cases.

  • Support legal HR matters.

  • Ensure compliance with Dutch employment law and relevant HR regulations.

  • Collaborate with external partners such as occupational health services, legal advisors and payroll providers.

HR Systems, Data & Reporting

  • Manage and further develop HR systems and people tooling.

  • Ensure high-quality people administration and data accuracy.

  • Create reports and analyses on key HR metrics such as headcount, absenteeism, and contracts.

  • Work with Excel, dashboards, and presentations to translate HR data into insights.

Project, Change & Stakeholder Management

  • Lead People & Culture projects such as new policies, system implementations or international expansion initiatives.

  • Prepare and organise communication around organisational changes.

  • Support managers and stakeholders during change processes.

  • Act as a sparring partner to the People & Culture Manager and leadership team on complex operational HR topics.

Requirements

Who you are

You combine analytical thinking with a structured and practical approach. You enjoy improving processes, bringing structure to complexity and ensuring organisations operate smoothly. You feel comfortable in a scale-up environment where priorities shift quickly and where HR must evolve alongside the business. You work independently, take ownership, and communicate clearly with stakeholders across the organisation. At the same time, you understand that strong HR operations are not just about processes. They are about enabling people and organisations to grow successfully.

What you bring:

  • Bachelor or Master level thinking and working ability in HR, Business Administration, or a related field.

  • 5 to 7+ years of experience in a broad HR role with a strong focus on HR operations, processes, and policies.

  • Demonstrated experience designing or improving HR processes and frameworks.

  • Solid knowledge of Dutch employment law (international HR experience is a strong advantage).

  • Experience working in a scale-up, high-growth, or international environment.

  • Strong analytical skills and excellent organisational overview.

  • Ability to manage multiple complex topics simultaneously.

  • Proficiency in Excel and working with HR data and reporting.

  • Strong communication and stakeholder management skills.

  • Fluent in English and Dutch (C2 level)
